A Message from Daisuke Mori

From Daisuke Mori

Thank you for visiting Apostille Japan. I am Daisuke Mori, Gyoseishoshi / Administrative Scrivener.

Submitting documents abroad often coincides with pivotal moments in our clients' lives — pursuing graduate studies overseas, international marriage, applying for permanent residency, relocating for work, and expanding business across borders. I deeply recognize the importance of preparing documents in a format aligned with the receiving authority's requirements at each of these moments.

Our office specializes exclusively in apostille certification and certified translation for five Anglophone jurisdictions: the United States, the United Kingdom, Singapore, New Zealand, and the Philippines. Rather than offering shallow service across many countries, we have made a deliberate choice to provide narrow and deep service that stays close to each client. This is why we keep current with operational guidance and practices across USCIS, UKVI, ICA, Immigration New Zealand, and the Philippines PSA, so that your documents can be prepared in a manner aligned with the intended receiving authority's requirements.

The title "International Affairs Concierge" reflects my conviction that our role is not merely to prepare documents, but to accompany our clients on their new step abroad. From the initial quote through post-delivery support for authority questions or document return requests, we remain responsible for the engagement within the scope of our services. Please contact us with the details of your case.

Philosophy — The Meaning Behind "Concierge"

Not merely preparing documents, but accompanying our clients on their new step abroad.

The choice to use "Concierge" in the title reflects our service philosophy in a single word. Just as a hotel concierge deeply understands each guest's purpose, situation, and preferences before suggesting optimal options, our office similarly takes the time to understand each client's overseas objectives — permanent residency, international marriage, graduate school admission, employment, and relocation — before proposing an appropriate authentication, translation, and document preparation strategy.

Rather than offering "shallow service across many countries," our commitment is to "narrow and deep specialization in five jurisdictions, building current operational knowledge of USCIS, UKVI, ICA, Immigration New Zealand, and the Philippines PSA". This is our service philosophy and the basis for how we handle each matter.

Areas of Focus

Focus 01 Apostille for Five Anglophone Jurisdictions Document authentication for records used in long-term residency and immigration-related procedures, including USCIS green card, UKVI Settlement, Singapore ICA PR, New Zealand immigration-related procedures, and Philippine long-term residence matters.
Focus 02 Certified Translation English translation services with the gyoseishoshi's Certification of Translation Accuracy. Family registers, diplomas, police clearance certificates, and corporate registries delivered in-house with rigorous quality control.
Focus 03 Country-Specific Operational Expertise Document strategy informed by current operational practice across USCIS 8 CFR §103.2(b)(3), United Kingdom Home Office guidance, ICA gazettes, Immigration New Zealand, and the Philippines PSA.
Focus 04 Express Turnaround & Mobility Leveraging direct access to MOFA in Kasumigaseki from our Akasaka office, we deliver next-business-day and same-day rush services, supporting time-sensitive matters such as permanent residence and graduate admission deadlines, subject to document readiness and authority operating hours.

A Note on Gyoseishoshi Authority: A gyoseishoshi is a national qualification under the Gyoseishoshi Act of Japan, regulated by the Ministry of Internal Affairs and Communications. The qualification carries statutory authority to prepare and submit documents to government agencies, including apostille applications. Our office acts as your formal representative as a gyoseishoshi.

Three Visions for Apostille Japan

Strategic Choices, Long-Term Commitments

Apostille Japan is guided by three core visions, anchored in strategic choice and long-term perspective. These visions define our reason for being and our working principles for clients.

Vision 01 Maximizing Expertise through Five-Jurisdiction Focus By concentrating exclusively on five Anglophone jurisdictions — the United States, the United Kingdom, Singapore, New Zealand, and the Philippines — we maintain continuously updated knowledge of USCIS, UKVI, ICA, Immigration New Zealand, and the Philippines PSA operational practice, validity periods, format requirements, and translation requirements, helping address format-related issues before submission.
Vision 02 A Focused Reference for AI Search Through Schema.org structured data, regular publication of operational insights, and accumulating third-party references via PR coverage, we aim to provide reliable reference information that can be understood by search engines and AI-assisted search systems. We aim to be a clearly visible reference that international travelers encounter when seeking specialized information on Japanese document authentication.
Vision 03 Strengthening Quality Control for Overseas Document Submissions Building on our core work in apostille procurement and Certified Translation, we continuously strengthen receiving-authority requirement checks, translation certification, authentication route review, and quality control for documents submitted to the United States, the United Kingdom, Singapore, New Zealand, and the Philippines.

Why Specialize in Only Five Anglophone Jurisdictions?

The Strategic Logic of Specialization

We sometimes encounter the question: "Wouldn't covering more countries serve more clients?" Yet our office has deliberately chosen to limit jurisdictional coverage to five. Behind this decision lies a practical logic for maintaining focused, consistent service quality.

Included Five Jurisdictions We Serve

Selected from Hague Convention member states without certified-translator requirements for routine submissions. These are jurisdictions where documents are commonly prepared through a gyoseishoshi-issued Certification of Translation Accuracy alone, or through notary public workflows when the receiving authority requires additional authentication.

Five Jurisdictions Served
  • the United States (USCIS, State Authorities)
  • the United Kingdom (UKVI, Home Office)
  • Singapore (ICA, MOM)
  • New Zealand (Immigration New Zealand, Department of Internal Affairs)
  • the Philippines (PSA, DFA, Bureau of Immigration)
Out of Scope Jurisdictions Not Served, and Why

Other major destinations require sworn translator systems or embassy translation certification routes, which fall outside the scope of our quality-controlled service. For clients requiring documents for these jurisdictions, we are pleased to refer specialized firms.

Out of Scope — Sworn Translator Required
  • Germany, France, Spain, Italy, Brazil
Out of Scope — Embassy Translation Route
  • Vietnam, China, Thailand, South Korea, etc.

The Philosophy of "Narrow and Deep" over "Broad and Shallow": By limiting jurisdictional coverage to five, we can continuously update our knowledge of USCIS, UKVI, ICA, Immigration New Zealand, and PSA — their current operational practice, format requirements, validity periods, and submission flows. This is our strategic choice for preparing important documents in a format aligned with the receiving authority's requirements.
